Synopsis As Introduced
Amends the Illinois Lottery Law and the State Finance Act. Allows the Illinois Lottery to offer Powerball games (in addition to Lotto and Mega Millions) through the Internet pilot program. Provides for the net revenue from the sale of Powerball tickets on the Internet to be deposited into the State Financial Recovery Fund, a special fund created in the State treasury, by the Department and for the moneys in the Fund to be used by the Comptroller for the sole purpose of payment of proper bills or invoices from a vendor for goods or services furnished to the State that are subject to an interest penalty under Section 3-2 of the State Prompt Payment Act.

Replaces everything after the enacting clause. Amends the Illinois Lottery Law. Provides for the adoption of emergency rules for the administration of the Internet pilot program, including rules placing limitations on the purchases that may be made through any one individual's lottery account. Allows the Illinois Lottery to offer Powerball games (in addition to Lotto and Mega Millions) through the Internet pilot program. Provides that a lottery licensee is not prohibited from selling Lotto, Mega Millions, and Powerball games pursuant to the Department's rules. Provides for the adoption of emergency rules for establishing funding procedures for Internet lottery accounts and providing a mechanism to prevent the unauthorized use of Internet lottery accounts. Creates the Internet Lottery Study Committee as an advisory body within the Department of the Lottery. Provides that the Department shall conduct a study to determine the impact of the Internet pilot program on lottery licensees and to determine the feasibility of the sale of stored value cards by lottery licensees as a non-exclusive option for the purchase of tickets in the Internet pilot program. Requires the Department to provide the proposed findings and recommendations to the Study Committee, and the Study Committee shall submit any written changes, additions or corrections to the Department for consideration. Provides that the Department of the Lottery has the power to appoint investigators to conduct investigations, searches, seizures, arrests, and other duties required to enforce the provisions of the Act and prevent the perpetration of fraud upon the Department or the public. Provides that these investigators have and may exercise all the powers of peace officers solely for the purpose of ensuring the integrity of the lottery games operated by the Department. Requires the Superintendent to authorize to each investigator and to any other employee of the Department exercising the powers of a peace officer a distinct badge. Effective immediately.
