Synopsis As Introduced
Amends the Local Governmental Employees Political Rights Act. Provides that a member of any police department or Sheriff's department (as well as a member of any fire department or fire protection district) may be a candidate for or appointed to any public office. Further provides that a police officer or Sheriff's deputy (as well as a firefighter) who is elected to the Illinois General Assembly shall be granted a leave of absence from his or her employer without compensation during his or her term of office. Effective immediately.

Senate Floor Amendment No. 2
Replaces everything after the enacting clause. Restores current law and adds a provision that a police officer or Sheriff's deputy may be a candidate for or appointed to serve in, and if elected or appointed serve in, the Illinois General Assembly. Provides for the leave of absence without compensation for the police officer or Sheriff's deputy. Further provides that as long as the police officer or Sheriff's deputy is not in uniform and not on duty, he or she may solicit votes and campaign funds and challenge voters for the General Assembly office for which he or she is a candidate.

Limits the applicability of the amendatory provisions to the City of Rockford only.

Replaces everything after the enacting clause. Amends the Home Equity Assurance Act. Provides that loans administered from funds collected under the Guaranteed Home Equity Program are intended to include the repair or maintenance of a guaranteed residence's water and sewer pipes and repair of a guaranteed residence, including but not limited to basements, following flooding damage to the property.
