Replaces everything after the enacting clause. Amends the Juvenile Court Act of 1987. Provides that a minor is presumed to be fit to stand trial or to plead, and be sentenced. Provides that a minor is unfit if, because of his or her mental or physical condition, he or she is unable to understand the nature and purpose of the proceedings against him or her or to assist in his or her defense. For purposes of the Act, "mental condition" includes, but is not limited to, mental illness and developmental disability. Provides that a judge, at his or her discretion, may consider developmental immaturity as a factor. Establishes procedures to determine whether an alleged delinquent minor is fit to stand trial. Establishes treatment plans to make the minor fit to stand trial.
