Deletes everything after the enacting clause. Creates the Capital Projects Implementation Act. Reenacts certain provisions of Public Acts 96-34 and 96-37 relating to the implementation of capital projects. (Those Public Acts were declared invalid by the First District Appellate Court in based on a single subject violation.) Includes findings and validation provisions. Also makes related amendatory changes concerning the Department of the Lottery and the Department of Revenue. Effective immediately.
