Amends the Safe Homes Act. Makes a technical change in a Section concerning the short title.

Replaces everything after the enacting clause. Amends the Manufactured Home Landlord Tenant Rights Act. Defines "manufactured home owner" and "displaced manufactured home owner". Creates the Manufactured Home Owners Relocation Trust Fund. Provides procedures to pay a manufactured home owner displaced by a community closure and provides for required payments from a manufactured home community owner to a displaced manufactured home owner and to the Manufactured Home Owners Relocation Trust Fund. Provides that the Manufactured Home Owners Relocation Trust Fund shall be used to provide assistance for the relocation of displaced manufactured home owners and for other purposes. Makes other changes.

House Committee Amendment No. 1
Deletes language providing that: (i) the Department of Public Health may adjust, eliminate, or reinstate the assessment to be paid into the Manufactured Home Owners Relocation Trust Fund, and shall notify community owners and tenants of each adjustment, elimination, or reinstatement pursuant to rules; and (ii) if the Department adjusts the amount of the assessment upward, it may not exceed $3 per month. Provides that the community owner shall collect the tenant's portion of the fee on a monthly basis as rent (instead of "additional rent").

House Committee Amendment No. 2
Deletes language providing that: (i) the Department of Public Health may adjust, eliminate, or reinstate the assessment to be paid into the Manufactured Home Owners Relocation Trust Fund, and shall notify community owners and tenants of each adjustment, elimination, or reinstatement pursuant to rules; and (ii) if the Department adjusts the amount of the assessment upward, it may not exceed $3 per month. Provides that if the balance of the Manufactured Home Owners Relocation Trust Fund reaches or exceeds $10 million, then the Illinois Department of Public Health may temporarily pause the collection of the assessment; however, should the balance of the Fund fall below $10 million, the Department shall reinstate the assessment. Provides that the community owner shall collect the tenant's portion of the fee on a monthly basis as rent (instead of "additional rent").
