Synopsis As Introduced
Amends the Property Tax Code. Provides that leasehold interests located on Airport Authority property of a fixed base operator providing aeronautical services to the public are exempt if the property is located within a county that borders a State that provides for property tax exemptions for property located at an airport and leased to a fixed base operator providing aeronautical services to the public.

House Committee Amendment No. 1
Replaces everything after the enacting clause. Amends the Property Tax Code. Provides that, if property of the Metropolitan Airport Authority of Rock Island County is leased to a fixed base operator that provides aeronautical services to the public, then those leasehold interests are exempt.

House Floor Amendment No. 2
Adds reference to:
35 ILCS 200/9-195

Provides that if property of the Metropolitan Airport Authority of Rock Island County is leased to a fixed base operator that provides aeronautical service to the public, then not only those leasehold interests but also any improvements thereon are exempt. Exempts these leasehold interests from a provision that ordinarily governs the taxation of exempt property that is leased to a non-exempt entity.

Senate Committee Amendment No. 1 (Senate recedes Dec 04, 2012)
Replaces everything after the enacting clause. Amends the Property Tax Code. Provides that, if airport property of the Lansing Municipal Airport or the Metropolitan Airport Authority of Rock Island County is leased to another entity, then the airport property, the leasehold interests, and any improvements thereon are exempt. Effective immediately.

Senate Floor Amendment No. 2 (Senate recedes Dec 04, 2012)
Provides that, if airport property of the Lansing Municipal Airport or the Metropolitan Airport Authority of Rock Island County is leased to a fixed base operator (instead of another entity), then the airport property, the leasehold interests, and any improvements thereon are exempt.
