Synopsis As Introduced
Amends the Illinois Vehicle Code. Provides that all new school buses put into service on or after January 1, 2014 shall be equipped with occupant seating which has passed the ASTM E1537-07 standard test method for fire testing of upholstered furniture. Provides that seating will be deemed to have failed the ASTM E1537-07 test if (1) the seat assembly exhibits a weight loss of 3 pounds or greater during the first 10 minutes of the test; or (2) the seat assembly exhibits a heat release rate of 80 kW or greater. Provides that all plastics contained in the engine compartment of all new school buses put into service on or after January 1, 2014 shall meet the Underwriters Laboratories standard for limiting flame spread. Provides that the State Fire Marshal shall adopt rules to implement the provisions of this Act and that after the rules take effect, no new school bus shall be sold or offered for sale in this State unless the manufacturer has certified to the State Fire Marshal that the fire safety standards have been met.

House Committee Amendment No. 2
Replaces everything after the enacting clause with the provisions of the original bill, but with the following changes: (i) provides that the Illinois Department of Transportation (rather than the State Fire Marshal) shall adopt rules and provide administration to promote the fire safety of school buses; and (ii) provides that as an alternative to the ASTM E1537-07 standard test, school bus occupant seating may be required to pass the "School Bus Seat Upholstery Fire Block Test" as described in the latest edition of the National School Transportation Specifications and Procedures published by the National Congress on School Transportation.

Replaces everything after the enacting clause. Requires the Secretary of State to verify that an applicant seeking to renew registration on a Fraternal Order of Police license plate remains a member in good standing of the Fraternal Order of Police - Illinois State Lodge prior to renewing the registration. Provides that all money in the Fraternal Order of Police Fund shall be paid subject to appropriation by the General Assembly and distribution by the Secretary as grants to the Illinois Fraternal Order of Police to increase the efficiency and professionalism of law enforcement officers in Illinois, to educate the public about law enforcement issues, to more firmly establish the public confidence in law enforcement, to create partnerships with the public, and to honor the service of law enforcement officers dedicated to the protection of life and property. Effective immediately.
