Synopsis As Introduced
Amends the Illinois Health Facilities Planning Act. In provisions concerning an application for a permit, provides that members of the public and the permit applicant shall have until 10 days before the meeting of the Health Facilities and Services Review Board to submit any written response concerning the Board staff's written review or findings regarding the permit application. Effective immediately.

Replaces everything after the enacting clause. Amends the Illinois Act on the Aging. Requires the Department on Aging to pay an enhanced rate under the Community Care Program to those in-home service provider agencies that offer health insurance coverage as a benefit to their direct service worker employees consistent with the mandates of Public Act 95-713. Further provides that notwithstanding any other eligibility rules in effect or subsequently promulgated by the Department, and consistent with the mandates of Public Act 95-713, vendors who receive or did receive an enhanced rate payment for the purpose of providing health insurance coverage to their employees by contributing to a Taft-Hartley welfare plan or other qualified self-funded health plan will be allowed to have such plans accumulate or have accumulated up to 6 months of enhanced rate payments prior to the actual provision of health insurance coverage to their direct service worker employees in order to be able to pay premiums, benefits, claims, or other attendant costs of such health coverage. Amends the Nursing Home Care Act in the provision concerning staffing ratios. Provides that certain staffing increases shall be delayed for one year after the stated effective dates, unless (i) the federal Centers for Medicare and Medicaid Services reviews and approves an appropriate State plan amendment containing the methodologies contained in certain provisions of the Illinois Public Aid Code and determines that the bed tax is a permissible tax under Title XIX of the Social Security Act or (ii) the State of Illinois identifies an alternative funding source, in which case the effective dates shall not be delayed. Further provides that the provisions concerning staffing increases shall not apply if Senate Bill 145 of the 97th General Assembly becomes law. Effective immediately.

Replaces everything after the enacting clause. Amends the State Revenue Sharing Act. Includes regional offices and officials and local officials among the expenses for which the payments of revenue into the Personal Property Tax Replacement Fund shall be used. Makes corresponding changes. Amends the Counties Code. Provides that the total amount required for awards for county clerks, county recorders, and the chief clerk of each county board of election commissioners each year shall be appropriated by the General Assembly from the Personal Property Tax Replacement Fund. Provides that the recorder of deeds of Cook County for his or her additional duties imposed by law shall receive an annual stipend to be paid by the State (rather than the Illinois Department of Revenue) out of the Personal Property Tax Replacement Fund. Amends the School Code. Provides that the grants to qualifying Educational Service Centers shall be paid from the Personal Property Tax Replacement Fund. Provides that the salaries plus an amount for other employment-related compensation or benefits for regional superintendents and assistant regional superintendents are payable monthly by the State Board of Education out of the personal Property Tax Replacement Fund through a specific appropriation to that effect in the State Board of Education budget. Makes corresponding changes. Makes a change concerning reporting requirements when the State Board of Education becomes aware that a regional superintendent is employing his or her relative as an assistant regional superintendent. Provides that the State Board of Education shall request an appropriation payable from the Personal Property Tax Replacement Fund or the common school fund (rather than the common school fund only) for compensation for regional superintendents of schools and the assistant regional superintendents of schools. Effective immediately.
