Synopsis As Introduced
Amends the Public Utility Act. Exempts a public utility with $300,000 or less of annual operating revenues using the Simplified Rate Case Procedures from the requirement that, when any public utility that provides water or sewer service proposes a general rate increase, the water or sewer public utility must notify its customers of their right to request a public forum. Effective immediately.

House Floor Amendment No. 1
Replaces everything after the enacting clause. Amends the Public Utilities Act. Provides that the provision concerning rate increases and public forums for water and sewer utilities shall not apply to a water or sewer public utility with $300,000 or less of annual operating revenues that requests a rate increase using the Illinois Commerce Commission's Simplified Rate Case Procedures, provided that customers of the public utilities are notified (i) of any requested rate increase, (ii) of their right to provide comments to the Commission about utility service and the requested rate increase, and (iii) of their right to request a public meeting at which the requested rate increase shall be discussed. Effective immediately.

Senate Committee Amendment No. 1
Provides that customers of water or sewer public utilities with $300,000 or less of annual operating revenue are to notify customers of the public utility by publication in a newspaper of general circulation in the territory served by the public utility, in addition to such other notice as the Commission may require (instead of notified by publication) of certain information.
