Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title of the Code.

Replaces everything after the enacting clause. Amends the Commission to Study Disproportionate Justice Impact Act. Provides that the Commission to Study Disproportionate Justice Impact shall report its findings and recommendations to the General Assembly on or before December 31, 2010 (rather than on or before December 31, 2009), after which the Commission shall dissolve. Effective immediately.

Replaces everything after the enacting clause. Amends the Renewable Energy, Energy Efficiency, and Coal Resources Development Law of 1997. Changes the short title, the legislative findings, and the name of the renewable energy resources program. Changes the name of the Renewable Energy Resources Trust Fund and makes conforming changes. Authorizes moneys in the Fund to be used, among other things, for the development of reusable energy resources. Defines "reusable energy resources" to include energy and its associated reusable energy credit or reusable energy credits derived from tires containing rubber that are used for the production or generation of electricity. Defines "reusable energy credit" as a tradable credit that represents the environmental attributes of a certain amount of energy produced from a reusable energy resource. Amends the Illinois Power Agency Act. Defines "reusable energy resources" and "reusable energy credit" in the same manner as in the Renewable Energy, Energy Efficiency, and Coal Resources Development Law of 1997. Changes the name of the Illinois Power Agency Renewable Energy Resources Fund and makes conforming changes. Authorizes moneys in the Fund to be used, among other things, for the procurement of reusable energy resources. Requires the Agency to include specified information regarding reusable energy resources in certain reports. Requires the procurement plans of the Planning and Procurement Bureau to meet a renewable and reusable portfolio standard (rather than a renewable portfolio standard). Authorizes reusable energy resources to be procured to meet that standard. Amends the Illinois Procurement Code. Provides that the Director of the Illinois Power Agency may create an alternative bidding procedures for the procurement of reusable energy resources under specified provisions of the Public Utilities Act. Amends the Public Utilities Act. Provides, in a provision concerning net metering, that an "eligible reusable electrical generating facility" includes a generator powered by reusable energy resources, as that term is defined in the Illinois Power Agency Act. Requires alternative retail electric suppliers and electric utilities operating outside their service territories to meet a renewable and reusable portfolio standard (rather than a renewable portfolio standard). Authorizes reusable energy resources to be procured to meet that standard. Requires every electric utility and alternative retail electric supplier to provide its customers with, among other things, certain information about its use of reusable energy resources. Makes other changes. Effective immediately.
