Synopsis As Introduced
Amends the Illinois Dental Practice Act. Makes change in a provision concerning the qualifications of an applicant for a dental license. Provides that an applicant must present satisfactory evidence that the applicant has either received a certificate granted by the National Board of Dental Examiners or successfully completed a clinical examination conducted by one of the following regional testing services: the Central Regional Dental Testing Service, Inc. (CRDTS), the Southern Regional Testing Agency, Inc. (SRTA), the Western Regional Examining Board (WREB), or the American Board of Dental Examiners, Inc. (ADEX) (Rather than "Pass an examination authorized or given by the Department in the theory and practice of the science of dentistry; provided, that the Department (1) may recognize a certificate granted by the National Board of Dental Examiners in lieu of, or subject to, such examination as may be required and (2) may recognize successful completion of the clinical examination conducted by approved regional testing services in lieu of such examinations as may be required"). Makes similar change in a provision concerning the qualifications of an applicant for a dental hygienist license. Effective immediately.

Senate Committee Amendment No. 1
Replaces everything after the enacting clause with the bill as introduced plus the following changes: Deletes the requirement that an applicant for a dental license shall present satisfactory evidence that he or she has received a certificate granted by the National Board of Dental Examiners and adds the requirement that the applicant present satisfactory evidence that he or she has passed both parts of the National Board Dental Examination in addition to successfully completing an examination conducted by one of the listed regional testing services; for dental hygienists, adds the requirement that license applicants present satisfactory evidence that he or she has passed the National Board Dental Hygiene Examination in addition to successfully completing an examination conducted by one of the listed regional testing services; for both applicants for dental licenses and dental hygienist licenses, deletes the American Board of Dental Examiners, Inc. (ADEX) from the list of regional testing services and adds the North East Regional Board (NERB).

Deletes everything after the enacting clause. Amends the Illinois Dental Practice Act. Provides that in the interest of public safety, the Board may review emerging scientific technology and applications and, when appropriate, recommend that the Department of Financial and Professional Regulation adopt rules to govern the appropriate use and require the appropriate training needed for this technology by dental hygienists and assistants acting under the supervision of a dentist. Provides that training for cardiopulmonary resuscitation certification as required by the Act shall count towards a dentist's continuing education hours. Removes a requirement that every complete upper and lower denture and removable dental prothesis fabricated by a dentist shall be marked with the social security number of the patient. Effective immediately.

House Floor Amendment No. 2
Adds reference to:

Provides that a person practices dentistry, within the meaning of the Act, who takes impressions of human teeth or places his or her hands in the mouth of any person for the purpose of (i) applying teeth whitening materials or (ii) assisting in the application of teeth whitening materials. Provides that a person does practice dentistry when he or she (i) discusses the use of teeth whitening materials with a consumer purchasing these materials, (ii) provides instruction on the use of teeth whitening materials with a consumer purchasing these materials, or (iii) provides appropriate equipment on-site to the consumer for the consumer to self-apply teeth whitening materials.

House Floor Amendment No. 3
Specifies that a person engaging in certain activities related to teeth whitening does not practice dentistry provided that he or she discloses to the consumer that he or she is not licensed as a dentist under the Act.
