Synopsis As Introduced
Amends the Public University Energy Conservation Act. Provides that "energy conservation measure" includes construction of a new building or facility that is designed to reduce energy consumption or operating costs.

Senate Committee Amendment No. 2
Deletes everything after the enacting clause. Amends the Public University Energy Conservation Act. Makes a technical change in a Section concerning the definition of "energy conservation measure".

Senate Floor Amendment No. 3
Deletes everything after the enacting clause. Amends the Public University Energy Conservation Act. Provides that, until January 1, 2015, "energy conservation measure" includes a renewable energy center pilot project at Eastern Illinois University, provided that (1) the University signs a partnership contract with the energy conservation measure provider using request for proposal guidelines; (2) the University has joint responsibility for the contractor's actions with regard to applicable laws; (3) the University obtains a performance bond to guarantee the energy savings; (4) the University and the partnership entity follow all aspects of the Prevailing Wage Act; (5) the University and the contractor use an approved subcontractor list from the Capital Development Board (CDB), unless the University needs work done that is not typically done by the subcontractors on CDB's list; (6) the University has final approval authority regarding the project; however, the University shall allow a representative from CDB to participate in the project provided that the University does not have to pay a CDB project fee; and (7) the University requires the contractor to follow the provisions of the Business Enterprise for Minorities, Females, and Persons with Disabilities Act and the Public Works Employment Discrimination Act. Provides that these provisions are inoperative after January 1, 2015.

Senate Floor Amendment No. 4
Deletes everything after the enacting clause. Amends the Public University Energy Conservation Act. Provides that, from the effective date of the amendatory Act until January 1, 2015, "energy conservation measure" includes a renewable energy center pilot project at Eastern Illinois University, provided that certain conditions are met. Provides that these provisions are inoperative after January 1, 2015. Effective immediately.
