Synopsis As Introduced
Amends the State Finance Act, the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Increases the amount that must be deposited into the McCormick Place Expansion Project Fund from certain use and occupation tax proceeds. Amends the Metropolitan Pier and Exposition Authority Act. Increases certain bond authorization limits of the Metropolitan Pier and Exposition Authority from $2,107,000,000 to $2,457,000,000. Extends the bond repayment schedule for the Metropolitan Pier and Exposition Authority to the year 2050. Effective immediately.

Provides that the Authority may provide incentives to organizations and entities that agree to make use of the grounds, buildings, and facilities of the Authority for conventions, meetings, and trade shows. Provides that Authority shall certify to the Department of Commerce and Economic Opportunity, the Comptroller, and the Treasurer incentive amounts provided during the previous calendar year for certain qualified conventions, meetings, or trade shows. Provides that the amount certified shall be transferred from the General Revenue Fund to the Metropolitan Pier and Exposition Authority Incentive Fund, but not in excess of $10,000,000. Provides that moneys in the Metropolitan Pier and Exposition Authority Incentive Fund shall be used by the Department of Commerce and Economic Opportunity to reimburse the Authority for its previous year's incentives. Makes a technical correction.

Deletes everything after the enacting clause. Creates the FY2010 Budget Implementation (Revenue) Act. Amends the Fish and Aquatic Life Code. Increases resident and non-resident sport fishing license fees as well as combination license fees. Amends the Wildlife Code. Provides that 25% (rather than 50%) of funds derived from the sale of State migratory waterfowl stamps must be used for the conservation and propagation of waterfowl, for projects approved by the Department for the purpose of attracting waterfowl and improving public migratory waterfowl areas within the State, and for payment of the costs of printing State migratory waterfowl stamps, the expenses incurred in acquiring State waterfowl stamp designs, and the expenses of producing reprints. Provides that 25% of the funds derived from the sale of State migratory waterfowl stamps must be available for use by the Department for internal administrative costs and the maintenance of waterfowl habitat. Increases resident and non-resident hunting license fees, deer permit fees, and combination license fees. Increases the fee for a State migratory waterfowl stamp from $10 to $15. Effective January 1, 2010.
