Synopsis As Introduced
Amends the School Code. Requires the State Board of Education, in conjunction with the Department of Public Health, to develop and make available to each school board guidelines for the management of students with life-threatening food allergies. Requires each school board to implement a policy based on the guidelines for the management of students with life-threatening food allergies. Imposes conditions on any rulemaking authority.

Senate Committee Amendment No. 1
Removes the language imposing conditions on any rulemaking authority.

Senate Floor Amendment No. 2
Adds reference to:
105 ILCS 5/10-22.39from Ch. 122, par. 10-22.39

Deletes everything after the enacting clause. Reinserts the contents of the bill as amended by Senate Amendment No. 1, with the following changes. Requires the State Board of Education and the Department of Public Health to establish an ad hoc committee to develop the guidelines. Make changes to the guideline concerning the education and training of school personnel. Provides that nothing in the provision requiring a school board to implement a policy is intended to invalidate school district policies that were implemented before the development of the guidelines as long as such policies are consistent with the guidelines. Provides that at least every 2 years, an in-service training program for school personnel who work with pupils must be conducted by persons with expertise in anaphylactic reactions and management. Adds an immediate effective date.
