Synopsis As Introduced
Amends the Metropolitan Transit Authority Act and the Regional Transportation Authority Act. Requires that the Chicago Transportation Authority, the Suburban Bus Board, and the Commuter Rail Board ensure that all trains and buses used for public transport have at least one automated external defibrillator on board. Provides that the requirement must be imposed no later than 90 days after the effective date of the amendatory Act. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Deletes everything after the enacting clause. Amends the Metropolitan Transit Authority Act. Provides that, subject to appropriation by the General Assembly for the costs of installation and associated ongoing maintenance and training, the Chicago Transportation Authority must ensure that all staffed rail stations used for public transportation have at least one automated external defibrillator. Amends the Regional Transportation Authority Act. Provides that, subject to appropriation by the General Assembly for the costs of installation and associated ongoing maintenance and training, the Commuter Rail Board must ensure that all trains used for public transportation have at least one automated external defibrillator. Provides that, notwithstanding the provisions of the Automated External Defibrillator Act and the Good Samaritan Act, the following entities and their employees, agents, officers, affiliates, representatives, divisions, or directors shall not be liable for any civil damages in connection with or involving an automated external defibrillator: (i) the Regional Transportation Authority, (ii) any Service Board of the Regional Transportation Authority, or (iii) any eligible transportation agency. Amends the Automated External Defibrillator Act and the Good Samaritan Act to make conforming changes. Effective immediately.

House Committee Amendment No. 2
Further amends the Metropolitan Transit Authority Act and the Regional Transportation Authority Act. Provides that if the General Assembly appropriates funds for the costs of the installation of automated external defibrillators and the associated ongoing maintenance and training, then the Chicago Transportation Authority must ensure that specified rail stations have at least one automated external defibrillator no later than 2 years after the General Assembly appropriates funds for the automated external defibrillators. Provides that if the General Assembly appropriates funds for the costs of the installation of automated external defibrillators and the associated ongoing maintenance and training, then the Commuter Rail Board must ensure that all trains used for public transportation have at least one automated external defibrillator no later than 2 years after the General Assembly appropriates funds for the automated external defibrillators.
