Synopsis As Introduced
Amends the Department of Veterans Affairs Act. Provides that the Department shall employ and maintain sufficient and qualified staff at the veterans' homes to fill all beds. Effective July 1, 2009.

House Floor Amendment No. 1
Provides that the Department of Veterans' Affairs' duty to fill all beds at veterans homes is subject to appropriation.

Senate Floor Amendment No. 1
Adds reference to:
20 ILCS 2805/25

Further amends the Department of Veterans Affairs Act. Provides that no more than 10% of the moneys in the Veterans Service Organization Reimbursement Fund may be used by the Department of Veterans' Affairs for administrative purposes. Eliminates a provision for compensation of a veterans service organization from either the Veterans Service Organization Reimbursement Fund or the Illinois Veterans Assistance Fund, but not from both. Makes changes concerning documentation by a veterans service organization. Provides that the Department of Veterans' Affairs may transfer up to $1,000,000 of the moneys appropriated from the Veterans Service Organization Reimbursement Fund into the Illinois Veterans Assistance Fund. Eliminates provisions concerning the timing of payments to veterans service organizations.
