Synopsis As Introduced
Amends the Illinois Income Tax Act. Authorizes a credit to eligible elderly caregivers of 20% of the total amount expended for qualified caregiving expenses. Defines terms. Effective immediately.

House Committee Amendment No. 1
Provides that the amount of the credit may not exceed $300. Removes a provision from the introduced bill that provides that home health services and personal care services are considered qualified caregiving expenses.

Replaces everything after the enacting clause. Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.

Replaces everything after the enacting clause. Amends the Uncollected State Claims Act. Provides that uncollectible debts owing to an Illinois public university may be sold only by the university. Provides that proceeds from the sale of those debts shall be retained by the university. Provides that uncollectible debts owing to the Illinois Department of Transportation may be sold only by the Illinois Department of Transportation. Provides that proceeds from the sale of those debts shall be deposited in the Road Fund. Provides that provisions of the Act relating to the sale of uncollectible debt do not apply to certain child support debts enforced by the Department of Healthcare and Family Services or to certain debts enforced by the Department of Employment Security. Amends the Illinois State Collection Act of 1986. Provides that Illinois public universities are not subject to certain provisions of the Act setting out requirements for entering into deferred payment plans or compromising past due debts. Provides that certain provisions of the Act concerning collection agency fees do not apply to second, third, or subsequent placements or to litigation activities. Provides that provisions of the Act relating to deferral and compromise of past due debt do not apply to certain child support debts enforced by the Department of Healthcare and Family Services or to certain debts enforced by the Department of Employment Security.

Senate Floor Amendment No. 4
Amends the Uncollected State Claims Act. Provides that provisions of the Act relating to deferred payment plans do not apply to plans entered into by the Illinois Department of Transportation. Makes a technical correction. Adds effective date of January 1, 2011.
