Synopsis As Introduced
Amends the Local Government Acceptance of Credit Cards Act. Provides that any unit of local government and any community college district that has the authority to accept the payment of funds for any purpose shall (now, is authorized, but not required to) accept payment by credit card. Makes corresponding changes. Preempts home rule. Amends the State Mandates Act to require implementation without reimbursement.

Deletes everything after the enacting clause. Amends the Local Government Acceptance of Credit Cards Act. Provides that a county with a population of more than 3,000,000 is required to accept property tax payments by credit card. Provides that the county is not required to accept late payments or payments for delinquent charges by credit card. Preempts the concurrent exercise of home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State.

Deletes everything after the enacting clause. Amends the Property Tax Code. Provides that a county with a population of more than 3,000,000 is required to accept payment by credit card for each installment of property taxes. Provides that the county is not required to accept payment by credit card for the payment on any installment of taxes that is delinquent under certain provisions of the Property Tax Code or for the purposes of any tax sale or scavenger sale. Preempts the concurrent exercise of home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State.
