Amends the Regulatory Sunset Act to change the repeal date of the Home Medical Equipment and Services Provider License Act, the Marriage and Family Therapy Licensing Act, the Nursing Home Administrators Licensing and Disciplinary Act, and the Physician Assistant Practice Act of 1987 from January 1, 2008 to January 1, 2018. Amends the Home Medical Equipment and Services Provider License Act, the Marriage and Family Therapy Licensing Act, the Nursing Home Administrators Licensing and Disciplinary Act, and the Physician Assistant Practice Act of 1987. Changes references from "Department of Professional Regulation" to "Department of Financial and Professional Regulation" and from "Director of Professional Regulation" to "Secretary of Financial and Professional Regulation" throughout the Acts. Adds a definition for "address of record". Makes changes in provisions concerning disciplinary action, including raising the amount of certain fines that may be imposed for violations of the Acts to $10,000. In provisions concerning hearing officers, sets forth a procedure for direct appeal by the respondent if the administrative board does not present its findings of fact, conclusions of law, and recommendations to the Secretary within a certain time period after receipt of the hearing officer's report, and provides for the adoption of the hearing officer's report as a final decision of the Secretary upon the Secretary's failure to issue an order within 30 days after the board's failure to report. Makes other changes specific to each Act. In the Home Medical Equipment and Services Provider License Act, repeals Sections concerning the initial issuance of a license under the Act and entities engaged in the profession prior to the effective date of the Act. In the Nursing Home Administrators Licensing and Disciplinary Act, repeals Sections concerning restoration of a license upon the recommendation of the Board and liability of the State to an injured administrator for special damages suffered as a direct result of an order of formal disciplinary action. In the Physician Assistant Practice Act of 1987, repeals a Section concerning the issuance of a license. Effective immediately.
