Amends the State Fair Act. Makes a technical change in a Section concerning the short title.

Deletes everything after the enacting clause. Amends the State Fair Act. Provides that the Department of Agriculture shall establish and make available, for all contestants and other interested persons, sufficient copies of a premium book or other publication that establishes the kinds and classes of events or exhibits, rules, conditions, instructions, directives, and requirements for contests at fairs. Provides that the premium book or other publication and the rules, conditions, instructions, directives, and requirements shall be exempt from the rulemaking procedures of the Illinois Administrative Procedure Act. Requires (i) all publications issued by the Department that relate to a contest, event, or exhibit and (ii) the schedule of fees established by the Department for the Illinois State Fair and the DuQuoin State Fair to be maintained as a public record at the Department's principal office and made available for public inspection and copying. Makes other changes. Effective immediately.
