Synopsis As Introduced
Amends the Department of Veterans Affairs Act. Requires the Department to establish an advisory council for each veterans home. Effective immediately.

Senate Floor Amendment No. 1
Further amends the Department of Veterans Affairs Act. Replaces the Advisory Council members appointed by the Governor with members appointed by the Commander or President of each Veterans Service Organization that (i) is chartered by the federal government and chartered by the State of Illinois and (ii) elects to appoint a member. Provides that those members shall serve for terms of 2 years.

Deletes reference to:

Adds reference to:
20 ILCS 2805/15 new

Deletes everything. Amends the Department of Veterans Affairs Act. Provides for the establishment of a veterans advisory council to advise the Department with respect to the fulfillment of the Department's statutory duties, review and study the issues and concerns that are most significant to Illinois veterans, and perform other functions. Effective July 1, 2004.

House Floor Amendment No. 2
Deletes language requiring each State-operated veterans home to be represented on the council by a legislative member. Requires the appointed nonlegislative members to be veterans. Provides that the appointing authority, rather than the Director of Veterans' Affairs, shall make appointments to fill vacancies.
