Synopsis As Introduced
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department to establish and administer a nursing workforce database. Provides that the objective of establishing the database shall be the collection and analysis of data that is related to nursing and to the nursing workforce, so that conclusions may be drawn relating to current nursing supply, demand, and workforce concerns in the State and to future workforce projections and needs. Sets forth the information that must be contained in the database. Provides that no later than January 15, 2006, the Department shall submit a report to the Governor and members of the General Assembly regarding the development of the database and the effectiveness of its use.

Senate Committee Amendment No. 2
Deletes everything after the enacting clause. Reinserts the text of the bill as introduced with the following changes: Provides that the database must be established and administered in consultation with the Illinois Coalition for Nursing Resources, the Illinois Nurses Association, and other nursing associations. Provides that the information compiled in the database must be available under the Freedom of Information Act. Sets forth different objectives for the database. Deletes a provision setting forth the specific information that must be contained in the database. Provides that the Department may not disclose any data that it compiles in a manner that would allow the identification of any particular health care professional or health care facility. Provides that nothing in this amendatory Act shall be construed as requiring any health care facility to file or submit any data, information, or reports to any State agency or department.

 Fiscal Note (Department of Public Health)
 The level of detail necessary to make the database and its information worthwhile requires the involvement of multiple researchers. Consideration might be given to a contractual relationship with the federally funded Center for Health Workforce Studies at the University of Illinois at Chicago. The center has an existing staff of researchers who specialize in health workforce issues. Identifying the cost of such a contractual relationship is difficult as the determination of specific information needed likely would require input from many individuals throughout the State who would use the data that are developed. For comparison purposes, studies completed in the 1990s by the University of Illinois College of Nursing that analyzed (with frequency counts and cross tabulations only) responses to questionaires mailed with license renewal applications cost from $75,000 to $100,000. With the complexity and outcomes described in SB 2270, development of the data to quantify need for nurses and the associated nursing resources database might be expected to require $500,000 or more.

Provides that the requirement to establish and administer the nursing workforce database is subject to appropriation.

 Fiscal Note (Department of Public Health)
 Senate Bill 2270, as amended by House Amendment 1, has no fiscal impact unless monies are appropriated by the General Assembly for this purpose.
