Synopsis As Introduced
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Allows the distribution of a portion of the tax increment funds to library districts in the redevelopment project area that meet certain criteria.

Senate Committee Amendment No. 1
Provides that the per-patron-cost is the Total Operating Expenditures Per Capita as stated in the most recent Illinois Public Library Statistics produced by the Library Research Center at the University of Illinois (instead of setting forth the procedures to calculate the per-patron-cost). Provides that the per-patron-cost may not exceed $120. Provides that a library district is ineligible to receive a distribution unless the district has experienced an increase in the number of patrons from the municipality that created the tax-increment-financing district since the designation of the redevelopment project area (instead of "an increase in the number of patrons since the designation of the redevelopment project area"). Makes technical changes.

Further amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that in contracts concerning the redevelopment plan and project, contract provisions concerning loan repayment obligations (instead of the entire contracts) terminate no later than the last to occur of (i) the estimated dates of completion of the redevelopment project and (ii) the retirement of the obligations issued to finance redevelopment project costs.
