Creates the Unified Health Care System Act. Creates the Unified Health Care System Commission, to be appointed by the Governor. Charges the Commission with developing a Unified Health Care System Plan that provides for health care coverage for every Illinois employee and his or her dependents. Sets forth required features of the plan. Requires the Department of Insurance to provide necessary staff support for the Commission.

 Fiscal Note (Department of Insurance)
A budget of $350,000 would be a conservative estimate. This amount was taken from estimates of the grant Illinois was awarded. The amount would include any research, administrative costs, and employee travel.
