Synopsis As Introduced
Amends the Illinois Procurement Code. Sets procedures for the award of contracts for construction management services. Requires State agencies to provide public notice of all projects requiring construction management services. Provides procedures for construction manager contract negotiations. Requires State agencies to evaluate construction management firms at the completion of a project. Sets the duties of construction managers.

Senate Committee Amendment No. 1
Provides that "construction management services" includes services provided in the pre-construction phase (instead of planning phase) of a construction project, and these services include consulting with, advising, assisting, and making recommendations to the licensed land surveyor (instead of registered landscape architect). Provides that certain provisions concerning competitive bidding are subject to the Illinois Architecture Practice Act of 1989, the Professional Engineering Practice Act of 1989, the Illinois Professional Land Surveyor Act of 1989, and the Structural Engineering Practice Act of 1989.

House Committee Amendment No. 1
Adds reference to:
30 ILCS 500/33-55 new

Deletes everything after the enacting clause. Reinserts the provisions of the bill as engrossed with the following changes: Prohibits certain conduct by construction managers. Provides that the actual construction work on the project must be awarded under the Procurement Code. Authorizes the Capital Development Board to further separate divisions of construction management work. Effective immediately.
