Synopsis As Introduced
Amends the Regional Transportation Authority Act. Makes a technical change in a provision concerning establishment.

Senate Floor Amendment No. 1
Deletes reference to:

70 ILCS 920/5.4 new

Deletes everything after the enacting clause. Amends the Tuberculosis Sanitarium District Act. Dissolves the Suburban Cook County Tuberculosis Sanitarium District on January 1, 2005. Adds 2 members to the board of directors of the District to serve until the District's dissolution. Requires the board of directors to prepare a transition plan for the dissolution process. Provides for the transfer of the assets and liabilities of the District to the Cook County Board and requires the Cook County Department of Public Health to assume all responsibility for tuberculosis care and treatment of the District. Provides that, upon dissolution of the District, District employees become employees of Cook County. Authorizes the Cook County Board to transfer to the Cook County Forest Preserve District appropriate unimproved real estate transferred to the Board as a result of the dissolution. Provides that any land owned by the District at the time of its dissolution remains subject to any leases and encumbrances that existed upon the dissolution of the District and, if the land is subject to a lease, the land may not be taken by any unit of government during the term of the lease. Authorizes the Cook County Board to continue, discontinue, reduce, increase, suspend, resume, or reinstate any levy imposed by the District before its dissolution and to expand the purpose of the levy to include emerging respiratory diseases. Provides that, all revenue collected by the Board as a result of the dissolution of the District shall be collected for the purpose of the care and treatment of tuberculosis in Cook County, except that, if the Board expands the purpose of the levy to include emerging respiratory diseases, then only that portion of the revenue collected by the Cook County Board that exceeds the amount of revenue collected before the purpose was expanded shall be collected for the purpose of emerging respiratory diseases. Effective immediately.

Senate Floor Amendment No. 3
Upon the dissolution of the Suburban Cook County Tuberculosis Sanitarium District, abolishes any levy imposed by the dissolved District and provides that Cook County, as a home rule unit, may impose a levy for the purpose of the care and treatment of tuberculosis and emerging respiratory disease in Cook County. Provides that, in accordance with certain provisions of the State Revenue Sharing Act, the tax base of the dissolved Suburban Cook County Tuberculosis Sanitarium District shall be added to the tax base of Cook County.
