Deletes everything after the enacting clause. Amends the State Finance Act and the Illinois Public Aid Code. Creates the Health Care Services Trust Fund as a special fund in the State treasury for use by the Department of Public Aid in making payments to providers of services under the Medicaid and Children's Health Insurance programs. Creates the Health and Human Services Medicaid Trust Fund as a special fund in the State treasury, into which 20% of Medicaid hospital provider assessments are to be deposited. Provides that provisions of the State Finance Act concerning transfers from other funds to the General Revenue Fund do not apply to the Hospital Provider Fund. In Illinois Public Aid Code provisions concerning Medicaid payments to nursing homes, provides that rates taking effect July 1, 2003 shall be 3.0% less (instead of 5.9% less) than the rates in effect on June 30, 2002. Makes changes concerning hospital provider funding under the Illinois Public Aid Code. Imposes an annual assessment on inpatient hospital services on Medicaid hospital providers for State fiscal years 2004 and 2005, based on a hospital's occupied bed days (instead of imposing assessments based on a hospital provider's adjusted gross hospital revenue); makes changes in the hospitals that are exempt from the assessment. Provides that the assessment shall not take effect or shall cease to be imposed under certain conditions. Provides for high volume payments and other hospital access improvement payments; repeals these payments on July 1, 2005. Authorizes the Department of Public Aid to use emergency rulemaking procedures to implement these changes. Repeals provisions concerning an exemption for rural hospitals from the assessments imposed on hospital providers. Repeals provisions concerning the Hospital Services Trust Fund, except for provisions for disbursements to hospitals by the Department of Public Aid. Effective immediately.
