Synopsis As Introduced
Amends the Disabled Persons Rehabilitation Act. Adds a caption to a Section concerning the legislative purpose of the Act.

Deletes everything. Creates the Disabilities Services Act of 2003. Requires the Governor, with the assistance of the Secretary of Human Services, to appoint an advisory committee to develop a Disabilities Services Implementation Plan that will ensure compliance by the State with the federal Americans with Disabilities Act and the U.S. Supreme Court decision in Olmstead v. L.C. Specifies items that must be included in the implementation plan and specifies services that may be provided under the implementation plan. Repeals the Developmental Disabilities Services Law of the Developmental Disability and Mental Disability Services Act. Effective immediately.

Governor Amendatory Veto Message
Recommends changes in the definitions of "developmental disability" and "mental illness". Clarifies that certain references to disabilities in the Act are references to "developmental" disabilities. Recommends that certain services may (rather than "shall") be described in a Disabilities Services Implementation Plan. Recommends a requirement that individuals with a disability be provided certain mental health supports.
