Synopsis As Introduced
Amends the State Housing Act. Makes technical changes in a Section concerning the name of a housing corporation.

New Act

Deletes everything. Creates the Affordable Housing Planning and Appeal Act. States that the purpose of the Act is to encourage counties and municipalities to incorporate affordable housing within their housing stock sufficient to meet the needs of their county or community and to allow builders to seek relief from local ordinances and regulations that may inhibit the construction of affordable housing needed to serve low-income and moderate-income households in this State. Requires certain local governments to approve an affordable housing plan prior to July 1, 2004 and sets forth the requirements for that plan. Makes other local governments exempt from this requirement, according to determinations of the Illinois Housing Development Authority. Creates the State Housing Appeals Board to hear appeals of decisions of a local approving authority concerning applications for approval of an affordable housing development.
