Synopsis As Introduced
Amends the Illinois Public Aid Code. Provides that persons who fail to qualify for basic maintenance under the AABD program under the Code on the basis of need because of excess income or assets, or both, may establish prospective eligibility for that basic maintenance by prepaying their monthly Medicaid spend-down amount to the Department of Public Aid or by having a third party pay that amount to the Department. Effective immediately.

House Committee Amendment No. 1
Deletes the provision for an immediate effective date for the bill.

 Fiscal Note (Department of Public Aid)
 The estimated cost of implementing the spenddown prepayment program presented in HR 865 is $876,000 the first year and $177,000 a year thereafter. This includes one-time system modifications of $699,000 ($225,000 for DPA and $444,000 for DHS) and ongoing DPA staff expenses of $177,000. The cost of system modifications could probably be absorbed in the base appropriation if the Department was allowed more time to implement.
