Synopsis As Introduced
Amends the Public Utilities Act. Adds a caption to a Section concerning audits of public utilities.

Amends the Public Utilities Act. Provides that an electric utility must establish a "net metering" pilot program for public universities that own and operate a solar or wind electrical generating facility with a capacity of not more than 1000 kilowatts located on its premises and intended to offset part of its electrical requirements. Provides that the electric utility must report the results of the pilot program to the Commerce Commission by July 1, 2004. Requires the Commission to provide a summary and an analysis of the reports to the General Assembly by September 1, 2004. Effective immediately.
