Synopsis As Introduced
Amends the Illinois Prepaid Tuition Act. Subject to appropriation, provides that on July 1, 2008 or as soon thereafter as may be practical, the Illinois Student Assistance Commission shall deposit $200 into each individual participant account created in the Illinois Prepaid Tuition Trust Fund. Provides that if the amount appropriated is insufficient to deposit $200 into each individual participant account, then the total amount appropriated must be divided equally among all individual participant accounts. Effective July 1, 2008.

Deletes everything after the enacting clause. Amends the Baccalaureate Savings Act. In a Section concerning the administration of a grant program, provides that there shall be no expiration date placed on the grants, and any person who is denied disbursement of a grant or the full amount of a grant due to a lack of funding shall remain eligible for disbursement of that grant or the remaining amount of that grant until such time as funding becomes available, provided that he or she remains eligible for a grant and properly applies for disbursement of the grant or the remaining amount of the grant on an annual basis. Provides that if the amount appropriated in a given fiscal year is insufficient to fully fund all amounts persons eligible to receive a grant are entitled to, then the total amount appropriated must be divided in equal amounts among all eligible grant recipients, unless that amount exceeds the amount a grant recipient is entitled to receive, in which case he or she shall receive the lesser amount. Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion. Effective July 1, 2008.

 Fiscal Note, House Committee Amendment No. 1 (Illinois Board of Higher Education)
 The Bonus Incentive Grant Program would remain subject to appropriation under HB 4790. If program appropriations stayed level at $325,000 per year and claim rates remained steady, some eligible applicants would not receive bonus grants under the current BIG program rules because of the "two-year window" restriction. However, assuming the same conditions but removing the two-year window restriction (as proposed in HB 4156) would add approximately $2.9 million to the demand for the program, a cost that would be spread over several years. If funding remains level at $325,000 per year, then the last eligible applicants are likely to receive grants in FY 2028.
