Synopsis As Introduced
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Creates the Regional Transportation Task Force to gather information and make recommendations to the Governor and to the General Assembly regarding area transportation programs in northeastern Illinois. Provides procedures for the organization and operation of the task force. Requires the task force to report by November 1, 2004. Repeals the provisions concerning the task force on January 1, 2005. Effective immediately.

House Committee Amendment No. 1
Provides that 4 non-voting members of the task force are to be designated by the Metropolitan Mayors Caucus. Provides that "northeastern Illinois" includes, without limitation, the counties of Cook, DuPage, Kane, Lake, McHenry, and Will. Provides that the task force's recommendation must examine regional and economic impact as it relates to potential policy implementation.

Senate Committee Amendment No. 1
Provides that the Department of Transportation and the task force may accept donated services and other resources from registered not-for-profit organizations as may be necessary to complete the work of the task force with minimal expense to the State of Illinois.

Senate Committee Amendment No. 2
Changes the deadline for the submission of the task force's report to the General Assembly from November 1, 2004 to March 1, 2004.

Senate Committee Amendment No. 3
Provides that the task force shall include, as non-voting members, 2 members of Congress representing Illinois from different political parties, as designated by the Governor.

Senate Floor Amendment No. 4
Provides that the Metropolitan Mayors Caucus shall appoint 2 voting members (instead of 4 non-voting members) to the Task Force and that the Metro Counties of Illinois shall appoint 2 voting members to the Task Force.
