Synopsis As Introduced
Amends the Metropolitan Transit Authority Act and Regional Transportation Authority Act. Provides that, by January 1, 2012, the Regional Transportation Authority, in consultation with the Service Boards (Commuter Rail Division, Suburban Bus Division, and Chicago Transit Authority), must develop a policy for reducing the cost of transfers on all public transportation services provided by the Service Boards. Sets forth the requirements for the policy and the implementation of the policy by the Service Boards. Provides that, by January 1, 2015, the Authority must develop and make available for use by riders a universal fare card that may be used interchangeably on all bus, rapid transit, commuter rail, and paratransit services provided by the Service Boards. Effective immediately.

Replaces everything after the enacting clause. Amends the Metropolitan Transit Authority Act and Regional Transportation Authority Act. Provides that, by January 1, 2013, the Regional Transportation Authority, in consultation with the Service Boards (Chicago Transit Authority, Commuter Rail Division, and Suburban Bus Division) and the general public, must develop a policy regarding transfer fares on all fixed-route public transportation services provided by the Service Boards. Sets forth the requirements for the policy. Provides that, by January 1, 2015, the Authority must develop and implement a regional fare payment system. Requires that the payment system developed by the Authority allow consumers to use contactless credit cards, debit cards, and prepaid cards to pay for all fixed-route public transportation services. Requires that the Authority submit a report to the Governor and General Assembly regarding the feasibility of providing wireless Internet services on all fixed-route public transportation services. Provides that the Commuter Rail Board must conduct a study concerning the installation and use of automated external defibrillators on passenger trains. Requires that the Commuter Rail Board provide wireless Internet service on all passenger trains that it owns or operates, but only if the service can be provided with no cost to the Commuter Rail Division. Effective immediately.
