Synopsis As Introduced
Amends the Illinois Insurance Code to require coverage for rehabilitation therapy for brain injuries. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to require the same coverage under those Acts. Amends the State Mandates Act to require implementation without reimbursement.

 Fiscal Note (Central Management Services)
 This bill will affect each of our managed care plans, but our Quality Care Health Plan typically covers these costs subject to medical necessity and until improvement and progress is no longer evident. According, to our managed care vendors, this change would increase costs to the state by approximately $2.7 million, which would be passed on to employees in the form of rate increases.

House Floor Amendment No. 1
Adds reference to:
20 ILCS 1405/1405-35 new

Amends the Department of Insurance Law of the Civil Administrative Code of Illinois. Requires the Department of Insurance to conduct a study of the costs and benefits of insurance coverage requirements for the treatment of brain injuries. Requires the Department to report its findings to the General Assembly and the Governor on or before March 1, 2007. Abolishes the coverage requirements for brain injury treatment on January 1, 2008.

 Fiscal Note (H-AM 1) (Dept. of Central Management Services)
 This bill will affect each of the Illinois Department of Central Management Services managed care plans, but our Quality Care Health Plan (QCHP) typically covers these costs subject to medical necessity and until improvement and progress is no loner evident. According to our managed care vendors, this change would increase costs to the state by approximately $2.7 million, which would be passed on to employees in the form of rate increases. CMS does not anticipate any significant fiscal impact as a result of the amendment.

 Fiscal Note (H-AM 1) (Department of Insurance)
 House Bill 3060 will require the Department to hire staff or contract out services to conduct the surveys. This staff person or contractor will have to be an expert in the brain injury field. The Department estimates the cost to be approximately $50,000.
