Synopsis As Introduced
Amends the School Code. Makes changes concerning the legal adviser of school officers, the teacher supply and demand report, budgets and accounting practices, the new principal mentoring program, reporting on the number of high school students enrolled in courses at a community college, the identification, evaluation, and placement of children with disabilities, State aid claims, and dropouts. Repeals Sections concerning granting and suspending teachers' certificates, visiting charitable institutions, information furnished by regional superintendents, alcohol and substance abuse education and prevention programs, a catalogue of reports, racial reports, the Committee of Cooperative Services, and alternative learning opportunities program funding. Amends the Critical Health Problems and Comprehensive Health Education Act to repeal a Section concerning an advisory committee. Repeals the Chicago Community Schools Study Commission Act.

Deletes everything after the enacting clause. Amends the School Code. Makes changes concerning the legal adviser of school officers, the teacher supply and demand report, State interventions, student teacher criminal history records checks, budgets and accounting practices, the new principal mentoring program, the individual transition plan model pilot program, a task force concerning the inspection and review of school facilities, a task force concerning school wellness policies, reporting on the number of high school students who are enrolled in accredited courses at a community college, joint educational program agreements, transitional bilingual education teacher certification, supervisory expenses, supplemental general State aid, State aid claims, dropouts, and charter school proposals. Repeals Sections concerning a block grant report, granting and suspending teachers' certificates, visiting charitable institutions, information furnished by regional superintendents, tax-exempt foundations, a catalogue of reports, racial reports, service evaluation reports, the Committee of Cooperative Services, and alternative learning opportunities program funding. Amends the Critical Health Problems and Comprehensive Health Education Act to repeal a Section concerning an advisory committee. Repeals the Chicago Community Schools Study Commission Act.

Senate Floor Amendment No. 3
In a Section concerning State interventions, removes references making certain provisions subject to appropriation, and provides that the State Board of Education may (instead of shall) take one or more of specified actions if, after 3 years following its placement on academic watch status, a school district or school remains on academic watch status.
