Synopsis As Introduced
Creates the Forensic Psychiatry Fellowship Training Act. Provides that the University of Illinois at Chicago shall expand its focus on enrolling, training, and graduating forensic mental health professionals by creating a forensic psychiatry fellowship training program at its College of Medicine. Contains provisions concerning the powers and duties of the University of Illinois at Chicago under the program, program curriculum, and State funding. Effective immediately.

House Committee Amendment No. 1
Deletes everything after the enacting clause. Reinserts the contents of the bill, with the following changes. Provides that Southern Illinois University shall also create a forensic psychiatry fellowship training program at its College of Medicine; makes related changes. Provides that the majority of the clinical rotations of fellows must be served in publicly supported programs in this State. Provides that the preference for programs that involve networking with other agencies, organizations, and institutions that have similar objectives applies only to public sector programs. Provides that the implementation of the Act is subject to appropriation (instead of requiring, subject to appropriations for this purpose, that each fiscal year $1,000,000 be earmarked for the forensic psychiatry fellowship training program from the State funding designated for the University of Illinois at Chicago College of Medicine, Department of Psychiatry). Provides that, in a given fiscal year, 75% of the total amount appropriated must be designated for the University of Illinois at Chicago and 25% of the total amount appropriated must be designated for Southern Illinois University. Effective immediately.

Senate Committee Amendment No. 1
Provides that from the appropriation for the Forensic Psychiatry Fellowship Training Act, the University of Illinois at Chicago and Southern Illinois University shall negotiate, with agencies providing supervision for forensic psychiatric fellows, the reimbursement of the marginal costs associated with that supervision, and provides that agencies providing supervision to more than one forensic psychiatric fellow may aggregate the marginal costs.
