Amends the Illinois Aeronautics Act. Makes a technical change in a definitions Section.

Replaces everything after the enacting clause. Amends the Illinois Vehicle Code. Provides that the Secretary of State shall (rather than may), as a condition to the issuance of a restricted driving permit, require the petitioner to participate in a designated driver remedial or rehabilitative program. Adds language providing that an application for a license or permit made following a period of license revocation must be accompanied by proof of the applicant's participation in a designated driver remedial or rehabilitative program, unless the revocation was the result of a conviction for specified offenses where the use of alcohol or other drugs is an element of the offense. Adds language providing that, as a condition of reinstatement of a license or permit following a suspension, a person must provide proof of his or her participation in a designated driver remedial or rehabilitative program.

House Committee Amendment No. 1
Deletes the language providing that an application for a license or permit made following a period of license suspension or revocation in certain cases must be accompanied by proof of the applicant's participation in a designated driver remedial or rehabilitative program. Provides that an applicant whose license or permit has been suspended or revoked for the following offenses shall be required to participate in a driver remedial education as a condition of license or permit reissuance or reinstatement: leaving the scene of a traffic accident involving death or personal injury; 3 charges of reckless driving committed within a period of 12 months; aggravated fleeing or attempting to elude a peace officer; street racing; 3 offenses against traffic regulations governing the movement of vehicles committed within any 12 month period; repeated involvement as a driver in motor vehicle collisions or multiple convictions of offenses against laws and ordinances regulating the movement of traffic, to a degree that indicates lack of ability to exercise ordinary and reasonable care in the safe operation of a motor vehicle or disrespect for the traffic laws and the safety of other persons upon the highway; unlawful operation of a motor vehicle causing or contributing to an accident resulting in injury requiring immediate professional treatment in a medical facility or doctor's office to any person; failure to yield to an emergency vehicle that resulted in damage to the property of another or the death or injury of another; fleeing from a peace officer; leaving the scene of an accident resulting in damage to a vehicle in excess of $1,000; and failure to proceed with due caution upon entering a construction or maintenance zone when workers are present. Effective July 1, 2013.
