Synopsis As Introduced
Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title and applicability of the Electric Service Customer Choice and Rate Relief Law of 1997.

Replaces everything after the enacting clause. Amends the State Finance Act and the Emergency Medical Services (EMS) Systems Act. Provides for the licensure of medical assisted transport providers. Provides that, subject to certain specified conditions, a medical assisted transport provider may provide non-emergency bedside-to-bedside transport of a passenger who is ambulatory or in a wheelchair. Requires the Department of Public Health to establish licensing, safety, and training standards for medical assisted transport providers. Provides training requirements for staff members that provide medical assisted transport services, including safety training, defensive driving training, cardiopulmonary resuscitation training, automated external defibrillator training, and basic first aid training. Provides that the Department may charge each medical assisted transport provider a fee that shall not exceed $25 per vehicle nor $500 per provider. Creates the Medical Assisted Transport Licensure Fund as a special fund in the State treasury. Provides that all fees connected with the licensure of medical assisted transport providers shall be deposited in the Medical Assisted Transport Licensure Fund and shall be used by the Department, subject to appropriation, to administer the provisions of the Emergency Medical Services (EMS) Systems Act concerning medical assisted transport providers. Changes the definition of "Basic Life Support (BLS) Services" to include "clinical observation". Defines "clinical observation". Makes other changes. Effective immediately.
