Senate Committee Amendment No. 1
Deletes reference to:
35 ILCS 5/201

Deletes the provisions amending the Illinois Income Tax Act.

State Mandates Fiscal Note (Illinois Community College System)
Under the State Mandates Act, a "State Mandate" means any State-initiated statutory or executive action that requires a unit of local government to establish, expand, or modify its activities in such a way as to necessitate additional expenditures from local revenues. Each community college is considered a unit of local government. This bill requires the colleges to include victims of domestic or sexual violence within their current employee benefits policies. The cost to the state's 48 colleges is not available since estimates cannot be made on the number of employees that will use this policy. The cost to the ICCB is also unknown.

Fiscal Note (S-AM 1) (Bureau of the Budget)
On reviewing this legislation, the Bureau has determined that the legislation does not propose that the Bureau receive or expend any appropriation, or collect any revenues specified by the legislation. As such, there is no Fiscal Note impact for this bill.

Fiscal Note (Dept of Commerce and Community Affairs)
Units of local government are included in term "public agencies" defined within the legislation. Such entities are required to comply with the provisions of the bill. Therefore, local governments can be anticipated to incur a fiscal impact by implementing SB 1763. However, an estimate of the fiscal impact is not available.

Fiscal Note (S-AM 1) (Illinois State Board of Education)
An exact fiscal impact is difficult to determine. To the extent that the provisions of the Act apply to local school districts, there will be a fiscal impact at that level. It is likely that employees of school districts will avail themselves to the provisions of this Act, which may require districts to hire a substitute teacher.
