Synopsis As Introduced
Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that in fiscal year 2006 and in each fiscal year thereafter, the State budget must contain one or more line items appropriating moneys to pay certain liabilities incurred in the previous fiscal year. Amends the State Finance Act. Makes conforming changes. Effective immediately.

 Fiscal Note (Economic and Fiscal Commission)
 SB 1759 would not increase State revenues or expenditures.

Governor Amendatory Veto Message
In the State Budget Law of the Civil Administrative Code of Illinois, recommends the following changes: Deletes provisions amending a Section concerning the Governor's submission of the State budget. Provides that the budget must identify certain liabilities incurred in a prior fiscal year and, in certain circumstances, provide funding for those liabilities (instead of requiring the budget to contain one or more line items appropriating moneys to fund all costs in the budget year estimated for payment of liabilities incurred in a prior fiscal year and authorized to be paid in the budget year). In the State Finance Act, recommends the following changes: Deletes provisions amending a Section concerning fiscal year limitations.
