Synopsis As Introduced
Amends the Local Government Debt Reform Act. Exempts the Water Pollution Control Loan Program and the Public Water Supply Loan Program from the statutory time limitations set for bonds authorized by referendum or backdoor referendum. Effective immediately.

Senate Floor Amendment No. 1
Deletes everything after the enacting clause. Reinserts the substantive provisions of the bill with changes. Provides that whenever the applicable law provides that the authorization of or the issuance of bonds under the Water Pollution Control Loan Program or the Public Water Supply Loan Program, under Title IV-A of the Environmental Protection Act, is subject to either a referendum or backdoor referendum, the approval, once obtained, remains (i) for 7 years after the date of the referendum or (ii) for 5 years after the end of the petition period for a backdoor referendum. Effective immediately.

 Fiscal Note (Illinois Environmental Protection Agency)
 SB 1729 would not have any fiscal impact on the Illinois EPA. Rather, the bill would simply ensure that those local governments that receive such loans have sufficient time and legal authority to repay the loans and complete their projects.
