Synopsis As Introduced
Amends the Official United States Flag Act. Makes a technical change in a Section concerning the short title.

Senate Floor Amendment No. 1
Deletes reference to:
5 ILCS 470/1
Adds reference to:

20 ILCS 2405/13from Ch. 23, par. 3444

Replaces everything after the enacting clause. Amends the Disabled Persons Rehabilitation Act. Provides that the superintendents of the Illinois School for the Deaf and the Illinois School for the Visually Impaired shall be the chief executive officers of, and shall be responsible for the day to day operations of, the Schools, and shall obtain licensed or certified educational and professional employees, and other employees, subject to the provisions of the Personnel Code and any applicable collective bargaining agreement. Requires the Governor to appoint the superintendents by and with the advice and consent of the Senate and requires the superintendents to have satisfied certain educational and licensing requirements. Effective immediately.

House Committee Amendment No. 1
Authorizes the Department of Human Services to establish a locally held account to be administered for the Therkelsen/Hansen College Loan Fund. Requires the transfer of existing funds for that purpose from the State Treasury to that account. Requires the Department to adopt rules regarding the administration of the Therkelsen/Hansen College Loan Fund. Requires the administration of the Fund and the promulgation of rules to meet the requirements of the will of Petrea Therkelsen.

House Floor Amendment No. 2
Provides that the Superintendent of the Illinois School for the Deaf shall hold office (i) for a term expiring on June 30, 2015, and every 4 years thereafter and (ii) until the Superintendent's successor is appointed and qualified (rather than for a term of 4 years from the third Monday in January of each odd numbered year and until the officer's successor is appointed and qualified). Lowers the number of years of experience the Superintendent must have from 20 years to 15 years. Makes similar changes regarding the Superintendent of the Illinois School for the Visually Impaired.

Recommends changes to provisions concerning the establishment of a local account to hold, maintain, and administer the Therkelsen/Hansen College Loan Fund.
