Fiscal Note, House Floor Amendment No. 1 (Illinois Commerce Commission)
In order for the Illinois Commerce Commission to properly provide oversight it is estimated that the increased workload would require a total of two staff at a cost of $235,000 annually. The increased need of staff would be in the areas of engineering and accounting. There is no revenue in this legislation for the Commission, thus the agency would have an annual shortfall of $235,000. The Commission doesn't have sufficient resources to meet this increased demand on staff.

SB 1653 (H-AM 1) would require the Office to prepare a response to any filings by the owner. This would include the evaluation of testimony, discovery, and hearing participation, as well as the hiring of outside experts. Extensive additional work would be required if the facility fails to meet its mandated requirements or the Illinois EPA determines that a civil suit is warranted.
