Replaces everything after the enacting clause. Amends the Illinois Administrative Procedure Act and various professional licensing Acts to allow an applicant who has been assigned a customer identification number to use the customer identification number on an application for renewal, reinstatement, or restoration of a professional license (instead of the applicant's Social Security Number).

House Floor Amendment No. 2
Replaces everything after the enacting clause. Amends the Illinois Administrative Procedure Act and various professional licensing Acts to allow the Department of Financial and Professional Regulation to retain the applicant's Social Security Number in the Department's records pertaining to the license. Provides that as soon as practical, the Department shall assign a customer's identification number to each applicant for a license.
