Synopsis As Introduced
Amends the Covering ALL KIDS Health Insurance Act. Provides that the Department of Healthcare and Family Services shall develop procedures to train application agents. Also provides that the Department shall provide to private employers, including private employers regulated under the Day and Temporary Labor Services Act, a grant of $50 for each person that the private employer enrolls in the Covering ALL KIDS Health Insurance Program. Effective immediately.

House Committee Amendment No. 1
Deletes reference to:
215 ILCS 170/25

Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.

House Floor Amendment No. 2
Replaces everything after the enacting clause. Amends the Covering ALL KIDS Health Insurance Act. Provides that the Department of Healthcare and Family Services shall permit private employers, as defined in the Day and Temporary Labor Services Act and doing business in Illinois, to enroll as unpaid application agents. Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion. Effective January 1, 2009.

House Floor Amendment No. 3
Changes amendatory language in the bill as amended by House Amendment No. 2 by replacing a reference to "private employers" with "day and temporary labor service agencies".
