Synopsis As Introduced
Amends the Liquor Control Act of 1934. Provides that the provisions of the Act prohibiting the possession and consumption of alcoholic liquor by a person under 21 years of age and dispensing of alcoholic liquor to a person under 21 years of age do not apply if the person under 21 years of age (1) is on premises where a restaurant is operated and the sale of alcoholic liquor is not the principal business carried out on those premises and (2) is under the direct supervision and approval of his or her parents or parent or those persons standing in loco parentis of the person under 21 years of age.

House Committee Amendment No. 3
Replaces everything after the enacting clause. Reinserts the provisions of the introduced bill with the following changes. Provides that the provisions of the Act prohibiting the possession and consumption of beer or wine (rather than alcoholic liquor) by a person under 21 years of age and dispensing of beer or wine (rather than alcoholic liquor) to a person under 21 years of age do not apply if the person under 21 years of age is on premises where a restaurant is operated and the sale of alcoholic liquor is not the principal business carried out on those premises and is under the direct supervision of and has the approval of his or her parent or parents, grandparent or grandparents, step-parent or step-parents, or legal guardian (rather than parents or parent or person standing in loco parentis). Adds a requirement that the person under 21 years of age must be 18 years of age or older. Provides that a restaurant is not prohibited from refusing to dispense beer or wine to a person under 21 years of age or from prohibiting the possession and consumption of beer or wine by a person under 21 years of age on the premises.
