Synopsis As Introduced
Creates the Ultrasound Opportunity Act. Sets forth legislative findings and definitions. Provides that at any facility where abortions are performed the physician who is to perform the abortion, the referring physician, or another qualified person working in conjunction with either physician shall offer any woman seeking an abortion after 7 weeks of gestation an opportunity to receive and view an active ultrasound of her unborn child by someone qualified to perform ultrasounds at the facility, or at a facility listed in a listing of local ultrasound providers provided by the facility, prior to the woman having any part of an abortion performed or induced, and prior to the administration of any anesthesia or medication in preparation for the abortion. Provides that the Department of Public Health shall prepare and make available a reporting form, to be submitted by each abortion facility to the Department annually. Provides that the requirements of the Act shall not apply when, in the medical judgment of the physician performing or inducing the abortion, there exists a medical emergency. Contains a severability provision.

 HB 4085 would neither increase nor decrease the number of judges needed in the State.

 Fiscal Note (Dept. of Public Health)
 The cost to design and produce a new PDF form for this purpose is $2100.

 State Debt Impact Note (Government Forecasting & Accountability)
 HB 4085 would not change the amount of authorization for any type of State-supported bond, and, therefore, would not affect the level of State indebtedness.

 Pension Note (Government Forecasting & Accountability)
 HB 4085 will not impact any public pension fund or retirement system in Illinois.

 Correctional Note (Dept of Corrections)
 There are no penalty enhancements associated with HB 4085. The bill would have no fiscal or population impact on the Department.

 The fiscal impact for HB 4085 is unknown at this time and will be dependent upon the cost of the reporting administration incurred by the Illinois Department of Public Health. Any costs associated with this legislation is a result of reporting requirements in this bill.

 HB 4085 will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence.
