Synopsis As Introduced
Amends the State Finance Act. Makes a technical change in a Section concerning special funds.

House Floor Amendment No. 1
Deletes reference to:
30 ILCS 105/5from Ch. 127, par. 141
Adds reference to:
20 ILCS 3501/825-80

Replaces everything after the enacting clause. Amends the Illinois Finance Authority Act. Provides that the fire truck revolving loan program shall provide loans for the purchase of brush trucks by a fire department, limited to $100,000 per truck. Provides for a 2% rate of interest on loans for the purchase of a brush truck if the chassis and the apparatus are built outside of Illinois, a 1% rate of interest for a brush truck if either the chassis or the apparatus is built in Illinois, or a 0% rate of interest for a brush truck if both the chassis and the apparatus are built in Illinois. Effective immediately.

Replaces everything after the enacting clause with substantially similar provisions, but makes the following changes: (1) provides that the Illinois Finance Authority and the State Fire Marshal may (rather than shall) adopt rules to administer the fire truck revolving loan program; (2) provides that no fewer than 2 members or 2 appointments to the Illinois Finance Authority shall be persons of recognized ability and experience in agribusiness or production agriculture; and (3) provides that the Illinois Finance Authority shall have the power to convert certain existing agreements for financial aid to permanent capital to leverage additional private capital and establish a revolving loan fund for nonprofit corporations providing human services under contract to the State. Effective immediately.
