Synopsis As Introduced
Amends the Illinois Finance Authority Act. Provides that the fire truck revolving loan program shall provide loans for the purchase of brush trucks by a fire department, limited to $100,000 per truck. Provides for a 2% rate of interest on loans for the purchase of a brush truck if the chassis and the apparatus are built outside of Illinois, a 1% rate of interest for a brush truck if either the chassis or the apparatus is built in Illinois, or a 0% rate of interest for a brush truck if both the chassis and the apparatus are built in Illinois. Effective immediately.

Replaces everything after the enacting clause. Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department to conduct a survey of certain businesses that are located in the State or have been identified as having left the State. Provides that the Department shall develop a program to facilitate engineering excellence through coordination between engineering schools and private businesses. Provides that the Department's official website must contain a comprehensive list of economic benefits available to businesses. Amends the Corporate Accountability for Tax Expenditures Act. Requires the Department of Commerce and Economic Opportunity to post on its website (i) the identity of each recipient from whom amounts were recaptured under this Section on or after the effective date of the amendatory Act, (ii) the date of the recapture, (iii) a summary of the reasons supporting the recapture, and (iv) the amount recaptured. Amends the Energy Assistance Act. In regard to setting the annual eligibility level for the Energy Assistance Program, provides that for the period ending June 30, 2013, the Department may not establish limits higher than 200% of the federal nonfarm poverty level or the maximum level provided for by federal guidelines (rather than for the period ending June 30, 2012, or until the expenditure of federal resources allocated for energy assistance programs by the American Recovery and Reinvestment Act, whichever occurs first, the Authority may not establish limits higher than 200% of that poverty level). Effective immediately.
